Power plants seem a lot like civilian infrastructure to me, not that the "rule of law" America spouts in its dealings with the rest of the world seem to have had any bearing on U.S. actions for at least the past two and a half decades.

Cuba is facing the second week of power outage caused by the American fuel blockade and the Venezuela takeover.

It seems to be a part of #Trump to destroy the energy supply for the people.

@tokyo_0 "rule of law" was always a negotiating position, not a principle. the distinction becomes visible whenever the rules become inconvenient.
