Oh I've had that on year-old commercial vessels.
Plumbing is tricky ; doubly so when the gravity direction keeps changing and you have to rely on pumps.
How old are these aircraft carriers?

Shooting down a drone of unknown origin would be precisely what this supposed laser defense system should do. The incompetence would come from DHS, supposed originator of the drone, not outfitting it with an appropriate transponder and telling the military and FAA it would be flying in the region.
