I still have enough faith in Americans to second-guess this proposal as some Steve Bannon 'flood the zone' nonsense.

Noone wants this, everyone hates this, so its a great distractions for the limited attention span of the people.

I think this is one of the red herrings thrown out to the public, so they don't know what to focus on.

It's like we see the psychology behind click-bait applied to the marquees of our government halls. (yeah, they have marquees now)
