@georgetakei He actually doesn't because Congress controls the purse, even with discretionary funds. They're trying some shady legal games to sneak this in. In reality TSA should remain unfunded and they should suffer the blowback because republicans own this mess.

@georgetakei Grump did the same thing in his first term, when for two weeks he cried that he lacked the authority to reverse the policy of separating incoming families at the border, then turned and reversed it.
