I just spoke to a friend who is fairly senior in IT for a particular federal agency.
The agency has been tasked in reducing the budget by a huge amount (think billion(s)).
They are using #scapy (https://scapy.net/) to identify all programs that use certain keywords/concepts to cut.
My guess is "climate" would be one of the phrases.
